There is plenty of material to tap and it drains into the pan above the oil level ( the girdle even has a lip inside that acts as a baffle for oil splash). Anywhere about 1" from the top of the pan is fine. Just make sure it doesn't interfere with removing the pan bolts/nuts. Use a step drill bit to get the appropriate size hole and then weld the fitting of your choice to the pan.
